Well, it depends. If it is legitimate for government to borrow for capital projects, for example, they may as well pay me interest rather than some bank. And if the government contributes to prosperity by backing contracts, ensuring the peace, stabilizing the global system, liberalizing the trade regime, and so forth, one might be getting a legitimate return on investment........
