Long term federal bonds are not that different from municipal bonds that fund local infrastructure. (In fact Federal Bonds are often used to re-fund munis when interest rates warrant it). Possibly SS funds could also be invested in Municipal Bonds or State Bonds (mostly AAA-rated) for these purposes. It is true that tax monies will pay the interest, but the general benefit to the communities is a product worth paying for in some cases.
