Herk It seems to me, following your reasoning, that the solution is to, in some way, align the physician's interest in caring for the patient with the HMO's interest in making money. It seems to me that the physicians should unite behind their own goals and whole-heartedly embrace the CARI interconnectivity model and it's savings and insist that those savings at least partically be used for the goals of the physician (putting aside for the sake of this argument the idea that the interconnectivity itself will improve patient care).
