You are a beginner in this business and you haven't see the obvious. Why can't you see the NYSE and SP500 near all time highs? The reason is that the speculative bubble of insane greed has been popped and so you extrapolate this to mean all kinds of nonsensical things.

The evidence is in the big block market orders to sell as evidenced in the every trade data. Since you don't know what mutual fund cash means, why try to cook up an explanation that fits your emotional prejudice? In 1995 before this bull market started mutual fund cash was similar to what it is now and in all the intervening months it hasn't changed much. Based on that and your implied claim that fund cash has not changed since last October, you would have missed the entire bull market.

What I site(sic) as negative sentiment is an illusion? Well tell me, is sentiment negative? Are you and that other clown negative?

The performance reinforced propensity to stay fully invested has trivialized sentiment

My friend keeps his horses in the cowshed. The cow did eat the green cheese after jumping over the moon.

Be careful how you exercise contraryianizm-you ain't seen nothin' yet.

So what does this imply? It implies that you are extremely emotionally negative. You have gotten that way because the speculative bubble was burst. Is your emotion all illusion?
