5/20/99 fails on open and creates a 3 day Sell Wiggle

The data I have says that on 5/20/99 INTC opened above the close and the high of day3 (5/19/99) so I don't think we can say the buy wiggle failed at the open. Certainly, by the end of the day it was close to failure. What is the criteria for declaring the pattern failed? Breaking the day1 low? If so, it failed on 5/21/99. Something else?
