Bruce is fully aware of the job of distribution to buy the capacity from the manufacturers during slack time to service the customers who need the inventory at the wrong time during shortages. Just in time direct model for manufacturers would create layoffs during slow time of the year.

However, he recognizes also, that the B2B is another way to be efficient and service even more small customers inexpensively. The right policy will keep SEMI expanding.
