We can only guess at the extent of Elian's mother's wishes. I personally am only sure that she wanted to accompany her (boyfriend? common-law husband?) to the US (he was the primary organizer of the trip), she wanted her son to live with her, and she wanted to keep him alive once the boat sank. If the boyfriend hadn't wanted to make the trip, would she have initiated it? Would she have wanted her son to stay in the US if it meant being raised by relatives instead of his father? We just don't know, as apparently she didn't confide in anyone, and the fact that she made the trip doesn't necessarily mean that she would not have wanted Juan Miguel to raise their son if she wasn't there to do it. We'd have to assume, and that's not a great basis for custody decisions.
