Agreed. I would add that the people holding tech stocks still believe in the "new economy" and are unwilling to sell at the current low? prices. If buyers don't want to buy and sellers don't wish to sell then volume drops. I think this is bearish because eventually holders will figure out that there are no buyers for their stock, at current prices, and then they will panic.
