There is that "us vs them" attitude because those mexicans were regarded by that rancher (and others) as a threat.

Why threat?

Look at America's social welfare system. They are regarded as a cost rather than value.

As an aside, it is also one of the reasons that returning Elian to cuba isn't considered a crime.

Cuba's implementation of socialism is much further along that that of the US. American's don't regard socialism as evil and hence they have no trouble sending Elian back.
