That's more the case of having positive cash flow, not an actual budget surplus. The source of the above-trend tax receipts is also subject to a lot of fluctuation. According to the trimtabs report, much of the increase is due to capital gains from insider sales and other investors. Their May report indicated a 15% increase in tax withholding.
