The question is not so much where is Nortel's pedigree, but rather more where isn't it. Nortel is in just about every country in the world and has built "mass wireless networks" ranging from Australia through Brazil and elsewhere in South America, and North America of course, into Europe with GSM and the internet. And Nortel is likely to be very active in China in both flavors of 3rd gen.

But I respect your "gut feeling".
