I think the 20th Century was the peak for human savagery. In the coming century, the internet and wireless/satallite technology are going to make it impossible for a Mao/Stalin to hold power, because they depend on controlling and restricting the flow of information, and that will no longer be possible. In addition, the ability to make weapons of mass destruction (nuclear/biological/etc.) is going to spread from governments of big countries, to small ones, and then to sub-groups within countries. This is a good thing. It will make the suppression (or genocide) of unwanted peoples impossible. Imagine, for instance, if a group of German Jews in 1940 (in addition to the Chech, Polish, German, and French governments) had had a nuclear weapon. So, in the 21st Century, governments will have no choice but to govern with the consent of the governed, and not irritate any segment of the population too much.
We live in interesting times.
