Has anyone stipulated that this 2% is to be put into the stock market? Unless I missed something, which is entirely possible, just the word "invested" has been used. That word, alone, does not meant "invested in the stock market". There are other ways to invest money that are quite a bit safer than the market, and much more profitable than the present system.
