When Nortel and Lucent get together to push a common proposal to the standards board to facilitate communication between the optical layer and routing/switching layer, they would appear to have gorilla like power to push through the standard. They have combined behind such a proposal which uses signalling and two control planes to accomplish this. Both companies are strong in signalling. This proposal would be in contrast to those being pushed by OSDI and Optical Networking Forum. zdnet.com
