Hi gruetz:

The problem with ARTT is that it spent a lot of money
for the 39Ghz auction. Its roll out is proceeding at
a very slow pace. This company has always been a
semi virtual company constituted primarily of a
wireless licenses portfolio. I am not sure how
valuable these licenses are (the market has a way
of turning on a dime from the excesses of the PCS
auction in 96, the bust of the LMDS auction in
98, and again the wild excesses of the 3G auction
in Britain). If the fixed wireless companies
find it harder to borrow, licenses will appear
less valuable, and ARTT's portfolio will be marked
down. This is when Qwest would come in (I do not
think that bankruptcy is in the cards).

RE. the small company credit, this probably concerns
only the 39Ghz licenses. Refunding Uncle Sam did
not stop NXLK from buying WNP.
