Well, I think that Bush was correct to oppose a timetable that would hamper presidential prerogatives to address the situation on the ground at the time. It is well established that the Commander- in- Chief has quite a bit of discretion in the deployment of force, especially pursuant to treaty obligations.

As for Kosovo itself: I was in favor of intervention, but opposed to the clumsiness of the actual operation. I thought that a peaceful settlement with Serbia was possible, had there not been intransigence on the part of the Nato team, and that once the decision was made to commit forces, the targets should have been the troops and materiel massed on the Kosovo border by Serbia.

On hegemony: I am a moderate interventionist. I think that we should acknowledge the limits of our influence, be reluctant to commit troops, and rely on cooperative structures such as Nato. I also think we are the balance wheel of the world system, and that we cannot retreat from that position any time soon. I do not think that leadership is wrong.........
