Some of the vendors who manufacture some of the older hardware are either out of business or no longer supporting that hardware. You underestimate the development costs in terms of time. Microsoft or any other software vendor who believe in backward compatibility usually can only support the top X% of older hardware.

You could quibble about X, but I doubt you will quibble about this methodology.
