Not a true statement. In a lot of cases there are many greens on major courses that it is impossible to stimp. They take a readings based on their set-up to see what the readings are but they set the course based on cut height standard being used, on the green not visa-versa. Cut height at this years US open is 1/8 inch.

P.S.- Major tournament greens are double cut to achieve consistency.
