Congress controls the spending. It was the Democrats in 1980-1983 that caused the huge increase in spending that caused the big deficits.

Anyone who was paying attention in 1981 knows that Reagan was in complete control of the budgetary process.

He presented an absurd budget which was harshly criticized by his own budget director. It had no chance of passage by Congress until Reagan was shot by John Hinckley in April. After his recovery, Congress in sympathy passed a somewhat scaled back version of Reagan's spending plan.

The deficit exploded, but the combination of increased private and public sector spending, combined with a huge drop in oil prices lead to a rapid recovery from the malaise of the Nixon and Carter years.
