I think it's a contrarian thing...meaning it would assume that the individuals are usually wrong in their timing. So if we see massive buying, it is near a top, if there is massive selling, then it is near a bottom. But like anything, it is merely a PIECE of a puzzle...if it fits in with the other pieces, it works, if it doesn't then don't give much credence to it.
