The fed never says what they will do. What the fed does is give the bias toward any direction. The fed gave the tightening bias in no uncertain term. That is the most aggressive gesture they would take.

It is also worth noting that Greenspan only wanted a 0.25 increase and not the actual 0.50 but he was out voted. I think all the Greenspan haters (not you Ted) should take note of that.
