Do you remember what the Fed did in preparation for Y2K? I wonder if all of the extra billions have been removed from the economy yet, or how the whole thing was handled.

I think the Treasury just printed more cash. Cash is a small component of even the narrowest M1 money supply, so effect on the economy should be small. All this cash usually finds its way to countries like Russia, where people don't have any trust in their currency / central bank. You can look at it this way: They lend us (the US) their money interest free.
