If the WINE layer works perfectly,
If the interface to the OS worked as documented, the WINE layer would probably work. This was the same problem with OS/2 - Microsoft kept adding undocumented "innovations" until programs could no longer run on the platforms.

That is why part of the remedy would be to offer a reward to 3rd parties who find use of undocumented features. That would make the platform more stable, give Microsoft-OS company a big incentive to create complete documentation, and probably sell their own WINE layer for other systems.
