My 42,000 shares cannot be shorted

I hold or control 42,000 shares of G* in five accounts. I was told by my ML broker that these shares could not be borrowed for shorting purposes. According to him, this is because all the stock was paid for with cash, and no debits exist in any of the accts. There is no margin activity in any of the accounts. So, I am concluding that I cannot provide any extra "push" for the GMDM.
