Are you confusing Win2K and Win9X? NTFS security is stronger and more flexible than security at the file level on Unix... and is much more closely related to the VMS file system (like much of NT) than to any MSFT file system designs for the PC. It was based on a big system file architecture which was mature before Unix got out of the university setting.
