The U.S. General Services Administration today awarded its government-wide Smart Access Common ID contracts to five prime companies all located in Northern Virginia. The contracts are worth a maximum value of $1.5 billion over 10 years and have a base period of two years, with two, four-year option periods. These multiple award, indefinite delivery, indefinite quantity (IDIQ) contracts were awarded to:
KPMG Consulting LLC of McLean, VA
PRC, Inc. of Reston, VA
Electronic Data Systems Corporation (EDS) of Herndon, VA
3-G International, Inc. (3GI) of Springfield, VA
Logicon, Inc. of Falls Church, VA
"These contracts will provide our government partners with a wide range of smart card applications and functionality," said Sandra N. Bates, Commissioner of GSA's Federal Technology Services. "They will greatly enhance the security of government facilities and systems on a worldwide basis and have the potential of providing millions of federal employees with a smart card. They will use chip card technology and support many important applications such as electronic signature, training certification, and e-commerce."
Designed to support the requirements of any federal government agency, these contracts will provide interoperable, multi-application smart cards that will set the standards for smart card technology and enable government and industry to grow with electronic commerce.
The contracts provide for a smart card that can be used to provide basic visual identification and authentication, physical and logical access control, and other value-added features. The information carried on the chip, Bates said, can be used commonly across multiple applications.
The program is a co-operative effort under GSA's leadership with a steering committee composed of representatives from the federal civilian, defense and intelligence communities.
Task Orders issued under these contracts will allow the prime contractors a fair opportunity to bid on each agency's requirements. The contracts include provisions for firm fixed price, time and materials and labor-hour task orders. All GSA regional offices and other federal agencies will be able to use the contracts.
