Yes but this is not a business situation.

GSM is in the US and growing....CDMA is banned from Europe.

1. The EU is an organisation that will pursue its members strategic interests with every weapon at its disposal. It is in a virtual economic war with the US. It is a life and death struggle and there is no better example of this than NOK and Finland. If CDMA2000 wins then GSM loses and UTMS or GPRS or whatever they call it and therefore NOK loses and then becomes the servant of QCOM. The Finnish government will use every ounce of its muscle within the EU to enusre that does not happen.

So for instance you might find that the EU had offered an incentive to PRC to ensure that CDMA was killed off at birth...and that incentive may have had no direct connection with CDMA/GSM or telecom. It may have been loans to build water purification plants or underground railways or the like.

This mobile phone business or rather the 3G side of it has become of strategic importance to the EU because it amounts to no less than the entire future prosperity of Finland. It would be easier for QCOM to make a bid for the whole of the Helsinki stcok exchange that to win against the muscle of the EU.

GSM will win becuase precisley becuase this is NOT business it is politics.

As Colin Powell said "First we are going to cut it off, then we are going to kill it"

That is what is slowly happening to the Q and will continue to happne until the US government starts to get a tough as the EU.
