So let's move these guys, CNN et al., to high speed onramps along ATHM's net.

This is happening independently of ATHM or AOL. CNN must compete with Yahoo. Yahoo has already built the high speed ramps. Yahoo facilitates its content better than anyone. So CNN must follow suit. The bottleneck is always beyond ATHM's network. Mostly ATHM's network sits around waiting for responses to sends. ATHM should have taken the initiative to help sites like CNN and whomever to make them fly. CNN has to make an investment, pay for their upgrade, but what do they get? 3 times the traffic. That would be worth the outlay especially since the outlay is mostly one time, but the hits keep coming.

Is that going to happen if ATHM or AOL want to control all content?

ATHM isn't in the "content" business. Why would anyone think they are? They don't run a animation studio or a news service or ...ATHM is in the delivery business. Why is this so rejected by AOL fearful managers?

No way. (It isn't fair for me to say that ATHM is in favor of controlling content, they don't)

Trivially true. They give you access to whatever content you want.
