I see it in the exact opposite way. The decree prevents Att from turning into an octopus which is in Att's interest, and I'm sure that Att doesn't mind. This was already the case in the 30% rule, so Att is indifferent.

Since BB:Internet won't be under one provider, the new providers will unavoidably compete. They'll compete both for "content" and subs. Users will have choice of ISP and ISPs will have choice of NDSPs. When there is choice there is competition.
