Here is another interesting article backing up my assertion that Elians father truly would stay if given a reasonable opportunity by those in power.

I don't think that we know he won't be staying. I don't see any reason why he couldn't stay if he considered the trade-offs worth it. If he's planning to stay here, or to go somewhere other than Cuba, he'd have to be playing it close to his vest and we wouldn't know. I wouldn't give up on this one until we see him on a plane for Cuba.
