I thought the song was about the civil rights marches. Ten thousand people maybe more, talking without speaking. Not being heard by mainstream society who are busy bowing and praying to their neon god (capitalism) whose system has produced tenements and dark poorly run subway systems. The protesters can not penetrate the silence of the masses who simply turn their heads, not wanting to see the injustices done to a whole group of their fellow man.
