That's (I think) better than most, but there's still lots of room for improvement. I seem to recall a study finding that one's blood pressure starts to rise around 200 msec after picking up the phone and not hearing a dial tone.

Humans can be rather impatient and demanding.

PS: Personally, I think that's maybe too much to expect - I'd be satisfied with 400 msec suspend/unsuspend time. ;^)
