appointed to the Company's Board of Directors.

consulting firm. Mr. Hoey brings to Border
almost 30 years of business experience and a significant depth of knowledge with respect to the strategic business, marketing
and operational issues that impact on
enterprise development and wealth creation, with particular expertise in governing publicly traded companies. Management is of
the view that Mr. Hoey will be
instrumental in creating long-term sustainable shareholder value. In committing to assist the Company, Mr. Hoey stated,

currently Chairman of eStation.com
Inc., a developer of eCommerce, advertising and value-added service solutions for public access devices. He is also a former
director of TeleBackup Systems Inc.,
a publicly traded supplier of enterprise data storage management software. TeleBackup created significant shareholder value
when it was sold to Veritas Software
Corporation (NASDAQ:VRTS - news). Mr. Hoey is a frequent commentator in the media with respect to telecommunications
issues. Mr. Hoey was one of the
founders of Optel Communications Corp. (TSE:OCC.B), a Canadian local telecommunications service provider. His involvement
with Optel provided him with first
hand experience in the challenges faced by entrepreneurial companies providing innovative services in a competitive environment.

The Company has granted stock options, subject to regulatory consent, to Mr. Hoey for 300,000 common shares at an exercise
price of $0.70 per share for a
period of two years.

Border Capital Corp. develops broadband Internet and interactive television lottery game systems, protected by U.S. and
International Patents. Border is also a
majority investor in the St. Mary's Entertainment Center, a successful licensed gaming facility located in Fredericton, New
Brunswick.
