Other foreign firms with ADRs listed on the NYSE such as NUEVO GRUPO IUSACELL SA DE CV ( symbol CEL ) file forms F-4 (Registration Statement) and forms 424B ( Prospectus). Examples: F4 freeedgar.com and 424B5 freeedgar.com IMHO, a wise investor would read the prospectus themselves rather then rely on what a wire story says is in the prospectus. We've seen a lot of talk on this thread based on what some reporter says is in the prospectus but noone has seen it for themselves.
