Chinese are not on the average any more lying or deceiving than other human beings. I lived in China for years and know them somewhat. Bargaining is a deep rooted part of the culture. Is "I can't offer you any more than 60?" a lie?
Not really, because it is not interpreted literally by the seller. The seller understands that the speaker for the moment is offering 60 and what happens later, we'll see. Similar evaluations apply to "I'm not really interested in buying this" and "You know, I can get this cheaper anywhere else, you're simply unaware of the market price." I became a skilled bargainer when I lived there; often Chinese friends entrusted some bargaining to me. But I am not a liar. Bargaining is an art form there. (A big time waster in a modern economy, of course.) Anyway QCOM and we shareholders can't count on the Chinese market for now. For one thing, its almost entirely voice there, just now.
