But in Cuba, the gov't insists by law, that that situation exist as a moral good. The misery of the Cubans is the gov't goal.

They also consider it a crime to do anything about it.
If any Cuban did, they would be arrested for either black market ops or counter revolutionary activities. Both of those charges would be correct. To act as a free man is counter revolutionary in Cuba

To start a private for profit medical system? The doctors work for themselves? The pharmaceutical companies create and produce medicines for profit?

Oh my god only the rich would have good medicine they'd say.
