Austin is one of the few places with enough microprocessor talent, though any new project requires substantial pilfering.

For example, Intel started a design center in Austin by "borrowing" Motorola's design team. ;^)

Nonetheless my point is valid....its possible to design a state of the art chip outside of the SV.
