Did you notice Intel's founders distributed more equity (as a %) than several other high-tech founders in other areas? (A wise move, since a bigger slice of a bigger pie is bigger, but the point is: stock allocations seem to differ depending upon the geographical location, and this is only one example out of several).
Other parts of the country aren't a stock economy, nor do they distribute stock as generously as Silicon Valley does, which is in the culture. Interview a grad on the East Coast, and there is a stronger chance they won't even know what stock options are, which is a pain because then a company has to explain what these are.
How does Lucent's employee stock option distribution compare to Cisco's?
Nor can you easily move Sequoia, Mayfield, Kleiner Perkins, Sand Hill road, etc.
I would add, we do not yet have the appropriate technology for breaking the barriers on geographical dispersed locations.
