It tested how much support George W. Bush lost when respondents were read such statements as:

I think the Republicans have underestimated Gore so far. Right now Bush just has his smile and haircut to campaign with. When the campaign gets serious he won't have policies or proposals to fall back on, then the smile will begin to look a little weak.

I bet the reason he did not want to follow up with his missle program is that his own advisors were divided on the proposal. They want to move away from right wing extremeism, but they don't understand the center.
