As Vice President Al Gore is privy to a lot of information from which he constructs his proposals for the next administration. Bush Jr. is showing that he does not need information to form proposals, Why? because he lets someone else form his opinions for him. All he needs is the keys to the oval office to be a happy man, he can let Rainwater make the policies.
