Do you have even a vague idea of how things are run? The fact is that Bush is responsible for selecting advisors; setting the general goals, establishing the priorities and values that will inform his administration; and adjudicating when advisors conflict. Otherwise, it generally accepted that in most instances one accepts the views of the person holding the "portfolio", because he has the expertise and has put in the time. There is always "downward" deference, as well as "upward" deference. The leader is supposed to harmonize things by allocating overall resources, adjudicating among competing views, and so forth, and has the final say, but he almost never per se originates policy, except in the broadest strategic outlines...........
