Strikes me as odd that VLNC would have been mentioned..

Companies that are dependent on capital markets for positive cash flow are vulnerable in rising rate environments. The cost of capital is rising. VLNC is dependent on the capital markets. It is not generating positive cash flow. Its risk has ratcheted up. The market recognizes the heightened risk. Hence, VLNC has underperformed the benchmarks.

It follows that index funds and closet index funds will be reducing the weight of VLNC.

Nothing new here, unless you are so starved for mention of this name that you view this mention favorably!
