Craig Farrill, of Verizon, said last year that they would be charging data according to how busy the system is with the intent being to maintain access by moving price up when the system is busy.

That is easy to do, so HDR users would always have high speed available. If they dare press the SEND switch at peak times, they'll pay through the nose. As long as there is capacity available, the CDMA network could load on up with another high-paying customer.

Of course, when quiet, the system would be a LOT cheaper if not free, which would attract users who would buy service in the busier times when the big money would be made.

On ADSL, I use that and it's great when others are not on the system, but at night it's slower [maybe because of ISP servers rather than the ADSL link].
