"At this very moment IT IS STILL A BEAR MARKET. Assuming for the moment that the rise in interest rates caused stocks to tumble, and assuming furthermore that we're a month or so from an end to that situation: at what arbitrary number on NASDAQ would a technician be forced to open his eyes and admit that yes, something had changed and we're back to a bull market condition?
