Question About Bear Market

I missed parts of the show today but was able to hear that Bob has not altered his short-term rally and then the market will roll over scenario.

Question:

If Bob thinks the Federal Reserve may or may not raise rates in June and August, if they raise rates it may only by a 1/4 of a point, why is Bob still on the bearish side.

Is it because of a lack of liquidity in the market?
Does he think the slowdown is not for real?
Does he think the Fed will continue to raise rates later this year?
Is it the risk of recession later on?
Is it the hit earnings may take in 2001?

Any ideas? Spell it out for me because I am not clear why Bob thinks the bear market is still intact and the market will roll over later this summer. I would think signs of a slowdown and lessor right hikes if any would make a better bullish case.
