I personally agree with your views of the technology growth and leaders in their sectors outperforming the market.I think cash reserves all depend on an individuals age and circumstances.I also think that being fully invested does not necessary mean to be in a 100% stock portfolio but a system of distribution of some of the extraordinary returns in the form of low risk vehicles.This way you can truly stay the course and hold long term during down markets.

I personally would start reducing exposure to high risk securities as and when I am nearing my financial goals and retirement.

I have personally come up with a program,where I will try to allocate a 5% to 10% return of my portfolio into cd's and bonds on an annual basis.It might take me longer to reach my financial goals but it also gives me a little insurance against the worst case scenario.
