Again keep in mind the ms on a trace route mean next to nothing. When you do a trace route a special packet is sent to the router basically asking it to to a routing table lookup and send back the results. Then it sends the same request to the next router in line till it get to the destination. Routers have a lot of ability to set up priorities. As this is a test packet not data, responding to that packet is only done if the router basically has nothing else to do. If it is busy it may not respond at all. It tells you nothing about how fast it would forward a normal data packet to the next router.

Trace routes are designed to show you the route your data is taking only. They are very good to tell you where problems are if you cannot connect. They do not give a very clear picture of where performance problems are.
