You might want to review in more detail the characteristics of IS-2000 (1xMC), Release 0, which will deliver 1X introduces 144 kbps packet data in a mobile environment in an existing 1.25 MHz channel.
I am not sure when a specification will be available for Release A, but the HDR specification will probably be available earlier.
Someday we will have a cdma2000 phase 2 (3X MC CDMA) specification and consensus is it will deploy in 2004 and of course will support all channel sizes (5 MHz, 10 MHz, etc.).
As for China Unicom, my understanding is that they planned (past tense) to deploy in 800 Mhz spectrum and would offer dual mode/dual band 800/900 CDMA(95A)/GSM handsets initially.
If you can predict what is going to happen in China, you are a step ahead of most. Certainly ahead of me.
When Unicom evolves a revised plan for CDMA deployment, it will probably be 1x. If they do this relatively quickly they can use the same dual mode/dual band 800/900 CDMA/GSM handsets they originally intended to use (that is the beauty of 1x as compared to lets say GPRS). Data delivery still 50% faster than GSM in circuit switched mode.
Lets not wait for "2 digital frequencies(a must for Japan, Analog (dual mode), and GSM (tri mode) as required". That is getting way ahead of things. Makes my head hurt.
HDR. Probably, Maybe.
Unicom may upgrade their existing GSM to GPRS but because it is a total dead end in existing spectrum, given their revised thinking, will probably opt for 1x on new buildout. They are smart enough to realize the advantages.
Please don't take China to the bank yet, CDMA wise.
