Coppermine's engineering problems are the result of trying to run the chip faster than it was ever designed to do.

So calculation of the heat production of different parts of the chip is an integral part of designing a new chip, and no "liberal" assumptions about future process technology were made in Willy's design? (ie this part can tolerate this temperature, so we'll put this circuit over here...)

Beyond the issue of pipelining, I'm not familiar with the methods of designing a chip to run faster.
