Does R@H condone, permit, or otherwise not restrict the downloading of videos over their pipes?

I've not stayed abreast of @Home's streaming content policies, is why I'm asking. A while back there was some waffling on this subject after some subscribers complained when a restrictive policy was imposed. Or, was that for end users sending traffic towards the Internet only?

Another related question might be: Do all @Home distribution partners (MSOs) treat this subject with the same policy, coming from @Home in the same manner? Or, do some cable cos permit it with no questions asked, while some others don't? TIA.
